Description
There's a step in the repo onboarding called: Under Actions > General > "Fork pull request workflows from outside collaborators", set "Require approval for first-time contributors"
Ideally we could do this with terraform.

Research direction
Start with the repository onboarding step under Actions > General, specifically the “Fork pull request workflows from outside collaborators” setting and its “Require approval for first-time contributors” option. Investigate whether Terraform can represent and manage this setting, and confirm completion by determining how the setting can be applied and verified consistently.
