Ditavalref does not remove all contents inside a map reference

Description
Attaching a sample "test_keyref_filtering.ditamap". There is a ditavalref to a filter file which should remove any props=exclude element. But somehow when publishing to PDF the topicgroup in the submap "keydefmap.ditamap" is not filtered out. And when publishing to HTML5 the table of contents has references to the topics but the HTML topics are not present.
The proper result would be for the HTML5 TOC to be empty and for the PDF to be empty as well.
