Flagging does not work when profiling attribute is set on topicref

I tested this with DITA OT 2.5.2 but it's probably always been this way.
If I have a DITAVAL looking like this:

and in the DITA Map I have a topicref:

publishing to PDF or to HTML-based outputs will ignore the flagging information. Possibly the PDF flagging could be made to work easier.

Start by reproducing the DITAVAL and DITA map examples from the issue with both PDF and HTML-based outputs. Trace how the audience attribute on the topicref is processed during publishing, then verify that the configured flag appears in both output types without breaking existing flagging behavior.
