Removes list of blocked websites

As discussed with Maarten and Pierrick, we'd like to remove the list of blocked websites.

Historically, it was used by the contributing team to target for the whole Internet without too much exclusion rules.

With new contributors, we should allow them to publish on every websites.

The list can be deleted when the new contribution interface is ready.
