Seem to be able to use keyboard shortcuts while a "Forbidden" error is on the screen

I got this error...

But then I was also able to hit Command S and create a new User... I did it twice and took screenshots the second time. The users are empty, the issue is that keyboard shortcuts seem to bypass the forbidden popup.

### To Reproduce

From a page with a Forbidden error, try some keyboard shortcuts.
