Toc links only works on text click

### What steps will reproduce the bug?

Try to navigate using toc link with items inside: click the right side of the button (with no text). It would not navigate you to another page.

### What is the expected behavior?

It would be better if the click worked on the whole button.

### What do you see instead?

Click on toc links with `items` inside works only on text content:
