Add API Blueprint exclude option

I think it would be helpful, if you could exclude Api Controllers from the documentation through some directive, maybe `@Ignore`.

The issue does not name a file, test, or entry point. First trace how API controllers are selected for documentation and clarify the directive syntax and intended scope; done means controllers marked for exclusion no longer appear in generated documentation, with coverage for that behavior.
