Description
Robots like g1 can't see their feet from the mid360 when they turn on. We should optionally be able to allow the robot to nav through this start up region even though it hasn't seen any points yet. Related to ground detection.

Research direction
The issue names no files, tests, or entry points. Start by locating the ground-detection and startup navigation logic for the G1 and Mid360, then determine how the startup region is represented. Done should include an optional way for the robot to navigate that region before points are observed, with startup behavior validated.
