Suggestion - add Rust samples

Maybe you want to add to samples some Rust samples?
Here I prepared `sample-rust-actix` (as you see I added framework name as in rust there are many frameworks - if you want templates here https://github.com/TechEmpower/FrameworkBenchmarks/tree/master/frameworks/Rust are many templates of servers used for benchmark https://www.techempower.com/benchmarks/#section=data-r23 ):
