doctl manual

**What is the problem this feature would solve? Please describe.**
manuals are standard with alot of cli tools. doctl does not have a manual entry . this feature would solve my problem of having to open a browser to find commands. additionally the doctl --help interface is not as easy to use as a man command.

```bash
man doctl
```
create a manual entry for doctl
I would benefit from a doctl manual entry so I dont have to google

would be nice to see. i understand you guys are building alot at a fast pace and this may not be implemented.
