Add shell completion to doctl running in docker

**What is the problem this feature would solve? Please describe.**
Shell completion is a great feature and works with all major shells, but not when the CLI runs in docker.

**Describe the solution you'd like**
If possible provide shell completion for the docker installation

**Additional context**
This would help the CLI usability when running it a docker container.
