upgrade to 1.22.7-do.0, incompatible ingress not detected

Dear DO,
I upgraded my cluster on DO, and the ingress/load balancer failed after the upgrade.

The incompatibility was not detected by clusterlint, I expect other customers will also run into the same issue

I also updated cert-manager as it had some problems too, but I do not have that many details on it, the error was `error registering secret controller: no matches for kind "MutatingWebhookConfiguration" in version "admissionregistration.k8s.io/v1beta1`
