Question: More local snapshots than remote backups?

Hi,
the usual scenario is to have more backups than snapshots. But for cases where the remote backup space is small, I would like have less snapshots transferred to the target than snapshots are created locally. But it seems that at least every snapshot is transferred to the backup even when decreasing all the target_preserve policies. Is that true?
