Question: More local snapshots than remote backups?

Hi,
the usual scenario is to have more backups than snapshots. But for cases where the remote backup space is small, I would like have less snapshots transferred to the target than snapshots are created locally. But it seems that at least every snapshot is transferred to the backup even when decreasing all the target_preserve policies. Is that true?

Start by reading the implementation of target_preserve policies and the snapshot-transfer logic, then verify whether lowering those policies changes what is sent to the remote backup. Done requires a documented answer to the question or a clearly agreed behavior change, but the issue names no files or tests.
