Automatic archive, implicit propagating missing snapshots between backups

Description
As discussed on Freenode, please add an option to share missing snapshots between backups.
So actually there could be some option like "propagate yes", that would allow each backup device to share snapshots to other backup devices. Or if there is an option "missing yes" that allows a backup to be missing, then this backup may receive archives from all other backups.
archive A B should be cheap if there is no difference. So you could just make any combination AB AC BA BC CA CB..
