DataID: Additional metadata for annotators

Annotators are currently described in a very basic way, featuring essential metadata like authors, licenses and the like. As GERBIL uses webservices, their URI, parameters, where to get an API key etc should also be documented. The specific configuration of the annotator for the specific experiment type should also be in the DataID.

We need a process for this information to find its way into the DataIDs. In the case of new annotators being added, new DataIDs have to be added, too. As the developers are the ones who have that data, their should be a (table/webform/interface) where they can add their relevant metadata or just upload a DataID file.

The issue names no files or tests. Start by reviewing the existing DataID structure and annotator metadata flow, including webservice and experiment-specific configuration; done requires an agreed process for developers to add or upload complete metadata and create DataIDs for new annotators.
