[QA/normal] Ticking the disclaimer checkbox

If one ticks the disclaimer check box after the uploading process of files is finished everything is fine.

If we tick the disclaimer check box first or during the uploading process, the Run Experiment button will be disabled.

Start at the UI entry point for the disclaimer checkbox, file upload flow, and Run Experiment button, then reproduce the issue by checking the box before and during upload. Trace how upload completion and checkbox state control the button; done means the button remains enabled when the disclaimer is checked, regardless of when it was selected.
