Multiple Dataset Evaluation - not parallel and getting stuck

In Gerbil 1.1.4 (D2KB task), selecting 10 data sets resulted in 10 threads working parallel at our Tomcat Server. Basically, one thread per data set.

In the current version, only 2 or 3 threads are working in parallel. In other words, not all data sets are getting evaluated at the same time. Additionally, when these threads are finished with a data sets, the other data sets are sometimes not evaluated subsequently. The Gerbil framework starts to send some new documents to get annotated after several minutes, hours or sometimes not at all.
