Simplify reference lookups for PCon / LAD / LA

Description
We should update the screener to rely on a single lookup across Ward / PCon / LAD / LA, for all expected locations within those levels, and then pull that in within the knownVariables script.
We will need to create a standard list of the custom locations we currently add (e.g. Unknown / z), and then either append while amending the update function to account for their dates, or to store separately and append in the code.
