Stakeholder review of Construction phase progress

Two weeks into the Construction phase, all success-critical stakeholders should meet and try to come to agreement on the following points.

- [ ] ... document that all necessary software licenses, vendor agreements, etc. are in place, and that there is a plan for keeping them current.
- [ ] ... document that sufficient tools, processes, and personnel are in place to proactively identify system problems and to address them when they occur.
- [ ] ... document that sufficient tools, processes, and personnel are in place to provide support and assistance to system users.
- [ ] ... document that there are clear responsibilities for dealing with various kinds of system operational and maintenance issues.
- [ ] ... document that there are appropriate levels of backup and redundancy for system hardware, software, data, configuration information, and personnel.

Check the box for each item that is endorsed by all stakeholders. Then create a comment on this issue to document the outcome of the review. The comment should contain **one** of these three possible outcomes.

- All the checklist items are complete, and the Construction Phase is complete.
- Some checklist items are incomplete, and the Construction Phase is not complete. We agree to invest 2 weeks of additional work toward this milestone, then hold another review.
- Some checklist items are incomplete, and we agree that no more resources should be invested in this effort.

If appropriate, set the due date of the IOC milestone for 2 weeks in the future, when the next stakeholder review will take place.
