Description
1. Purchase Requests' datamodel needs to be designed in wrt following:
2. Purchase Requests need to have a collection of Line Items
3. When line items are updated to Expenses/Reimbursement Requests/Reimbursements Purchase Requests need to accurately show this
4. Purchase Requests need to have an expected budget and the actual budget listed
5. Purchase Requests MUST live within the context of a Event/Portfolio Only
