Multilateral profiles download and print CANNOT GET

**Describe the Issue**
When clicking download and print for the multilateral profiles you get this arror: Cannot GET /pdf/multilaterals/IDA.pdf

**To Reproduce**
Replace the content below with the steps to reproduce the behaviour.
1. Go to 'multilateral profiles'
2. Select institution
3. Click on 'download and print'
4. See error

**Expected Behaviour**
It should be possible to print the pdf on screen.

**Additional Context**
I think we had this error before, but I thought we had fixed it. What do you remember @edwinmp ?
We could remove the download and print button in the immediate as a stop gap solution if find the actual fix is going to be long?
