Spotlight download links for the Country Profile Data Sources are not functional

**Describe the Issue**
The download links on the spotlight district pages should give users access to the raw data on which the visualisations are based. Unfortunately, these links are not functional and instead show a popup shown in the screenshot below.

**To Reproduce**
1. Go to http://data.devinit.org/uganda/kaabong
2. Scroll down to "Country Profile Data Sources"
3. In the download column, click one of the CSV links
4. See error

**Expected Behaviour**
Clicking on the links should trigger a download, or at least redirect to the repo which contains the source files.
