Description
In [Uganda spotlight budget level file](https://github.com/devinit/datahub-cms/blob/master/spotlight-uganda/uganda-budget-level.csv) l1 is expenditure while in [national budget level file](https://github.com/devinit/datahub-cms/blob/master/country-profile/domestic-budget-level.csv) its total-expenditure.
Is it possible for such similar keys to be the same such that we only have one budget level file
