cleanup: use global eslintrc and prettierrc with turborepo like frontends folder of Trieve

Once the JS folder gets added alongside the React folder things are going to get really messy if there are two eslintrc and prettierrc files.

There should be one shared set in the root of the repo. The frontends folder from the [trieve repo](https://github.com/devflowinc/trieve/tree/main/frontends) can be referenced as an example of how to do this with turborepo.
