Granules as vector tiles

It is not efficient to return granules as geojson for visualization purposes. It would be very cool to add some vector tile endpoints that return granules as vector tiles with all the titiler-cmr query parameters. Maybe in this application or somewhere else.

No files, tests, or entry points are named. Start by locating the existing GeoJSON granule response and the handling of titiler-cmr query parameters, then determine where vector-tile endpoints should belong. Done means a defined endpoint that returns granules as vector tiles while supporting the stated query parameters.
