Make checklist for open-sourcing a repository

Project repositories should start off private and go through an open-sourcing review process.

We need to create a checklist for things that need to exist and be reviewed prior to open-sourcing. For example, a readme, contributing file, CI, tests, documentation, etc.

The goal here is to avoid releasing projects that don't meet some minimum standards in order to prevent poor user experiences.
