Last refreshed: almost NaN years ago

I am seeing this a lot with my dev environment. Sometimes it is just a flash of *NaN* value (which seems to be loading state issue). Other times it stays at *almost NaN years ago*. Perhaps this is a problem with my dev environment that the refreshed date is missing sometimes? This occurs on various pages including Users, Campaigns, (and soon) Teams.

I recommend some defensive coding practices here so:

- Fix osmesa status code to always return a valid date object
- Don't display anything in that component during the loading state
