Create an IMERG COG wither raster uploader and share with interested parties

Motivation: Owen Kelley and Allison Alcott are both interested in validating our Cloud Optimized GeoTIFFs. We should generate an IMERG COG using raster uploader to ensure that the product that pipeline creates is one that we can validate looks good to them and us.

Steps:
- Pick and document the selection original NetCDF file
- Create a COG and store / document the configuration
- Verify the output looks ok in rio-viz and compare with Giovanni's visual (need to select the half hour which matches our input product)
- Share with Owen, Allison et al
