Organization Staff "Add Member" component error

The organization page's Staff Member table "Add Member" button refreshes the page without any action taken if the OSM ID field is empty.


As a first step, this button should likely be disabled if no OSM ID is entered in the field.

As an enhancement, this button should follow the same functionality introduced by @willemarcel in #97

Start at the organization page's Staff Member table and locate the "Add Member" component and OSM ID field behavior. Verify the empty-field case first, then compare the intended enhancement with the functionality introduced in issue #97; done means an empty field cannot submit and the button follows that established behavior.
