Disable "assign a badge" if no badges exist on an org

If badges do not yet exist on an organization the "assign a badge" profile actions option should not be enabled. A hover title/tooltip can indicate that badges must be created first before assignment.

Verify that an organization with no badges cannot activate the option and shows a tooltip explaining that badges must be created first, while organizations with badges can still assign them.
