Badge page needs paginated members + staff

Because of recent changes to the organization API shape, the badge page no longer renders correctly. Currently, we want a table of "all members that can be assigned a badge", which means all members of an org + staff. One way to do this is to combine the members + staff endpoint and create a "role" attribute. This would combine the staff + members tables on the org page and also the badge page cc @LanesGood @vgeorge
