Verify minimum required version to use Observe API

Depends on https://github.com/developmentseed/observe-api/issues/23. The general idea is to make the app check if it is compatible with current Observe API version and show a nice message to the user if it's not. Not sure what the best frequency, but I would say at the first load and maybe once a day if the app is open and has internet access.
