Description
As a user, I can check table rows to apply bulk actions. The filter toolbar is replaced with the bulk action toolbar, with the global table checkbox persisting. Clicking the global table checkbox is equivalent to "check all rows," while checking some rows in the table renders the number of checked rows in the bulk action bar.
