For counties without an online applicaton

For counties without their own online application, we need the landing page to automatically include a button with our default application. Counties are filling this out but where the APPLY NOW thing is blank, we need to send them to our default application. Is that only generated if they put down an email address (i.e. somewhere for the default application to be sent)? Check out Caswell County, NC. Other times, it's generating an APPLY NOW button even though the field for the online application is blank and then it doesn't generate the default application when you click on the APPLY NOW button.
