Description
Update CSS and JS to remove fallbacks for old versions of IE (6/7/8/9). Partially covered by updating the code coming from HTML5 boilerplate. Partially covered by #9. Possibly some updates in Skeleton.css as well.
This should provide a small boost to performance by reducing CSS file size and the number of CSS rules.
