`podman` hangs during `devcontainer up`

Utilizing the `--docker-path` flag to point the CLI to use a local installation of `podman` causes the `up` command to hang just after starting the container:

### with `--docker-path /usr/bin/podman`

### Without a custom `--docker-path`

Can repro at https://github.com/devcontainers/cli/commit/d4fbd73b30cedd50c185b90b4ae51200481f1000 inside Codespaces (devcontainer from this repo).

Note that in both cases, a container is successfully built and running on the host machine. Both with podman and docker, I can `(docker|podman) exec into the container built by the CLI)
