Add fibermask HDU in bootcalib and specex PSF, propagate to frame and cframe

bootcalib wavelength solution sometimes fails for some fibers, this is fixed in bootcalib when writing the psf by finding outliers and interpolating with nearest fibers solution.
- we should add warnings in the code and also create a fibermask HDU to keep a trace of those failures.
- specex, extraction, and the rest of the pipeline should propagate this (with possibly more flags)
- will need to update datamodel accordingly
