### Issue Description

#### Expectation
When https://broken-workshop.dequelabs.com/ is scanned, with the viewport being say 1500px wide and 475px tall, and scrolled to the top of the page (such that the color contrast issues are not visible), run a scan.

It should report multiple color-contrast violations.

#### Actual
It reports 0 color-contrast violations.

#### Additional context
I bisected and 4.11.3 is the first release this is present in.

Reproduce the scan against https://broken-workshop.dequelabs.com/ with a 1500px by 475px viewport at the top of the page, then compare axe-core 4.11.2 with 4.11.3. Trace why offscreen nodes are excluded from color-contrast and target-size results; done means the expected color-contrast violations are reported in the latest version.
