Chrome/driver v146 breaks tests

Chrome/driver v146 consistently fails the tests by either crashing or failing to create a session. I've pinned our tests https://github.com/dequelabs/axe-core/pull/5026 for now, but we should come back to this issue later and not pin.

Start by reviewing the test setup and the temporary pin in pull request #5026, then reproduce the failures with Chrome/driver v146. Compare the crash or session-creation failure with the pinned version; done means the tests run reliably on v146 without retaining the pin.
