Use Rust / Zig implementation of enhanced resolve

There are some promising new projects which aim to offer a drop in replacement of enhanced resolve, such as [OXC Resolver](https://crates.io/crates/oxc_resolver) or [TYVM](https://github.com/zackradisic/tyvm) which seemingly are way faster. They may not be ready for prime time yet but interesting to keep track of at least.
