Special case .NET version bump

### Feature description

When new hotfix of .NET comes up, I get:
1. N PRs to update my Dockerfile to use latest images
2. M PRs to update my Microsoft.* nuget references

I like to get only 1 PR to update everything. Like this https://github.com/joinrpg/joinrpg-net/pull/2262
