Feature description
I'd really like to have a command to see all that I can run on any dependabot. Right now, we have some packages being skipped and the reasons are unclear - this would help diagnose a ton.

Research direction
The issue names no files, entry points, or tests. Start by tracing how Dependabot reads and applies ignored updates, then identify the command interface and existing diagnostics; done means a command can list all ignore conditions and explain why packages were skipped.
