Sources published with --sourceid flag are not published without it

Last week, Dana reported that source images for https://encyclopedia.densho.org/Buena%20Vista%20United%20Methodist%20Church were not appearing. I ran `encyc sources` on `packrat` and nothing was published. I checked `gordo` and confirmed they were missing. I looked in `encyc-psms` and found the Source records, and was able to publish them using the `encyc sources --sourceid` flag. It still required a browser cache flush but the images were now there.

The question: Why would `encyc sources --sourceid SOURCEID` publish them when `encyc sources` would not?
