Automatically publish new Docker images

We first set up ALE's Docker image when Docker was in its relative infancy. Since then, a series of GitHub Actions have moved on, and we have the opportunity to modernise our infrastructure slightly. We could update ALE's GitHub Actions workflow so a push to the main branch with a change to Dockerfile results in a new image being pushed automatically to Docker Hub.
