Automate versioned uploads to vim.org

I am likely to write a new program for this which works for any given project.

I have heard from a couple of users that they are not able to access GitHub for security reasons, but can access vim.org. I would like to automate uploads of new versions to vim.org so users who cannot access GitHub can still download ALE.
