Use relative paths for :ALEGoToDefinition paths

## Information

Similar in spirit to #2210. I'd like for `:ALEGoToDefinition` to use a cwd-relative path to do the opening of the file, so that my tabs show cleaner/shorter paths.

I could not quite figure out how to do this. Something like a `-relative` on `:ALEGoToDefinition` would work (similar to #2210), or something like `let g:ale_default_relative_paths = 1` would also be nice to enable default relative paths across the board.
