'circular reference' error in even empty jruby files, but jruby -c shows Syntax OK

## What went wrong
I use both MRI and JRuby. MRI works fine; however, when I open any jruby file, I immediately see this error, even in an empty file:

If I `jruby -c` on the same file I get Syntax OK.
I did check open + closed issues for 'harmful' and 'circular require' ... nothing. I've posted to the JRuby mail list as well.
However, since jruby -c returns Syntax OK, it seems to be some sort of obscure interaction between vim, jruby, and ale.
When I use a Jruby version *older* than 9.1.0.0, I *don't* see the error. That may have something to do with a change that was made in 9.1:

However again I'm confused because jruby -c doesn't output this circular require error. And the error happens even on blank file
One wrinkle, the error appears on the *second* line of every file I open. Unless, if that file is only one line, then it appears on the *first* line. If I add a second line, the error glyph immediately hops to the second line.
## Reproducing the bug
In my specific environment:
* Jruby 9.2.13.0
* vim as above
* open any .rb file with clean syntax
--> see the circular reference error
* move an RVM gemset which uses MRI / CRuby
* open any .rb file
--> no error
