stack-ghc linter can never find the current file

## Information

Operating System: Cygwin, running on Windows 10 Enterprise, build 15063.1689

## What went wrong

I have a local ``.vimrc`` file containing the following settings:

However, when I open a Haskell file, then save with ``:w``, I get this in my ``:ALEInfo`` command history:

This happens irrespective of whether there's an error in the file or not. Obviously no checking takes place whatsoever.

## Reproducing the bug

1. Have a local ``.vimrc`` as above.
2. Open a ``.hs`` file.
3. Save with ``:w``.
4. Check ``:ALEInfo`` while pondering your fate.
