Add an option for setting a maximum text length for balloons

`tsserver` and LSP servers can create hover messages that create very, very large balloons. One example in my codebase creates a balloon so large that it covers both of my screens. ALE should support an option for controlling the maximum amount of text that will be displayed in a balloon.
