phpcs can't recognize tmp file on Windows 10

## What went wrong

The `phpcs` command doesn't seem to be able to read the tmp file passed to it by ALE.

## Reproducing the bug

1. Use only `phpcs` and `php` (or just `phpcs`) to lint any php file on Windows 10.

2. The tmp file is not recognized.
